It was to combat piracy, reduce costs, avoid licensing to the DVD Forum, and reduce load times.
They only held 1.5GB though, so did not store as much information as DVD’s.
So they have enough space for nice boxarts.
Pretty sure they used mini discs to try to thwart piracy..
